Laura Kelly and other officials say Scorpion Biological Services, a subsidiary of Heat Biologics, Inc. announced plans for a $650 million, 500,000 square foot biomanufacturing facility. It will eventually be located at the northeast corner of Highway 24 and Excel Road in Pottawatomie County and the company will seek an island annexation into the City of Manhattan.
