Officers filed a report for theft in the 1200 block of Hylton Heights in Manhattan on April 17, 2023, around 8:00 a.m. Kindercare was listed as the victim when it was reported six tricycles from a fenced-in play area were stolen over the weekend. The Riley County Law Board considered the first draft of the Riley County Police Department’s proposed 2024 budget during their Monday meeting. RCPD Administration Captain Brad Jager presented the proposed Budget 1, which includes the addition of a recently proposed general counsel position. Jager also presented proposed Budget 2, which has a realized cost of $27,204,720. The Budget 2 total increase is identical to Budget 1 but does not include the $95,288 allocation for the general counsel position. Wamego held their 36th annual Tulip Festival over the weekend, despite Mother Nature’s attempt to interrupt the celebration. Wamego Chamber of Commerce Event and Tourism Coordinator Tegan Kreider downplayed the strong wind in true Kansan style. The tulips held up to the heavy rain and subsequent strong wind like champions. But vendors were physically holding their tents from blowing away in the 30mph wind, with gusts of 45mph Sunday. Officers conducted a search warrant in the 3300 block of Woods Dr. on April 13, 2023, around 9:00 a.m. which led to the arrest of James Watkins, 41, of Manhattan. Watkins was arrested in connection to multiple occasions of domestic battery and threats to a 35-year-old woman known to him, violation of a protection order, and a March 28 altercation where it was reported he hit the woman, took her phone and would not let her leave for several hours.
