Riley County Police arrested a 44-year-old Manhattan man Friday afternoon in connection to alleged sex crimes reported to have occurred over several years. Joshua Penabaz was being held Friday on $1 million bond for numerous charges of rape, aggravated indecent liberties with a child and aggravated criminal sodomy. RCPD says an investigation is ongoing. Due to the nature of the crimes, no further information is being released. FEMA has announced federal disaster assistance has been made available to 53 Kansas counties affected by the Dec. 15 severe storms and straight-line winds. Federal funding is available to the state, eligible local and tribal governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities. Riley, Clay, Geary and Wabaunsee counties are all part of that major disaster declaration. Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide. Riley County commissioners unanimously approved to add an ambulance to the northern part of the county. The commission gave EMS administration the go ahead to start the process for building a new ambulance station.  This includes finding an architect, position requests, and determine where to put the station. “To me, it’s obvious that we need to put a station up there, we have ARPA money.  It will basically just need a small house and an oversized garage.  We have a chance to do that now,” says Commission Chair Greg McKinley.
