Manhattan City Commissioners unanimously approved a resolution establishing their intent to exceed the estimated 47.61 revenue neutral rate in 2024 and set a public hearing related to said topic during their Tuesday meeting. During their June 13th work session, commissioners requested the full 9.5% valuation growth for the city to not be captured and expressed interest in lowering it to 6%. Opting for the smaller rate would bring the mill levy to 50.47, a 1.68 decrease from the current 52.15. RCPD, Manhattan Fire Department and Riley County EMS are taking part in an annual joint active violence training at Amanda Arnold this week, with coordination also provided by USD 383. Manhattan Fire Department Battalion Chief Mark Whitehair says the drills provide an opportunity for departments to practice working together. Riley County emergency responders that participate in the 3-day course get to practice various scenarios with volunteers playing real-life victims. The Manhattan Parks and Recreation Department is nearing the start of a comprehensive master plan that will take a deep dive into overall planning of the department’s future. Director Aaron Stewart says a community survey is due to come before the city commission next month, with an early fall rollout likely. Stewart says once the survey is completed, Parks & Rec should have a better understanding of the community’s needs and wants, including a measure on how much the community is willing to support funding of a potential indoor waterpark. Manhattan City Commissioners will consider a pair of resolutions tonight including one involving the 2024 budget. City staff are proposing an intent to levy a property tax exceeding the revenue neutral rate and setting a public hearing related to that. The current neutral rate is 47.613 and commissioners will decide whether to increase the levy to 50.470 mills. (AP) — Kansas must stop allowing transgender people to change the sex listed on their driver’s licenses, a state-court judge ordered Monday as part of a lawsuit filed by the state’s Republican attorney general. District Judge Teresa Watson’s order will remain in effect for up to two weeks, although she can extend it. But it’s significant because transgender people have been able to change their driver’s licenses in Kansas for at least four years, and almost 400 people had done it by the end of June. Phase 3 of Manhattan Regional Airport’s Runway Project has been pushed back slightly. Airport Director Brandon Keazer told the Airport Advisory Board on Monday it’s a result of recent weather conditions. The delays are not expected to have an impact on the start date of phase 4 of runway reconstruction. Keazer says most of the taxiway work has been completed. Officials are anticipating to still reopen air service in early September.
