On May 23, 2025, at approximately 12:44 a.m., an officer filed a report of interference with a law enforcement officer in the 2000 block of Tuttle Creek Blvd. The officer reported that he attempted to arrest a 35-year-old female on an outstanding warrant for her arrest. The 35-year-old female suspect fled from the officer for a short distance before being placed under arrest without further incident. Amanda Massoli, 35, of Manhattan, was arrested on May 23, 2025, at approximately 12:46 a.m. in the 2000 block of Tuttle Creek Blvd. for interference with a law enforcement officer. Massoli was issued a total bond of $5,000 and is still confined in the Riley County Jail at the time of this report.

Officers filed a report of rape, aggravated assault, aggravated sexual battery, kidnapping, blackmail and aggravated endangering a child in Riley County on May 22, 2025, at approximately 7:22 p.m. A 34-year-old woman was listed as a victim and a 33-year-old man known to her was listed as the suspect. Henrry Mendrano Tellez, 33, of Manhattan, was arrested on May 22, 2025, at approximately 11:15 p.m. in the 1000 block of Westloop Place. Mendrano Tellez was arrested for rape, aggravated assault, aggravated sexual battery, kidnapping, blackmail and aggravated endangering a child. Tellez was issued a total bond of $500,000 and is still confined in the Riley County Jail at the time of this report. Due to the nature of this arrest, no additional information will be released.

Officers filed a report of aggravated assault on May 14, 2025, at approximately 10:35 p.m. for aggravated assault. Four 22-year-old males and one 21-year-old male reported that they were the victims of an aggravated assault. The victims reported that a 19-year-old male suspect, brandished a small pistol and fired into the ground, placing the victims in fear. Estevan Rochin, 19, of Ogden, was arrested on May 22, 2025, at approximately 6:57 p.m. near the intersection of W. 56th Avenue and Fort Riley Blvd., for aggravated assault. Rochin was issued a total bond of $25,000 and is no longer confined in the Riley County Jail at the time of this report.

Robert Leeper, 37, of Manhattan, was arrested on May 22, 2025, at approximately 3:04 p.m. in the 1000 block of Levee Drive, for Theft. Leeper was issued no bond and transported to the Pottawatomie County Jail at the time of this report.

Austin Hupp, 31, of Dwight, KS, was arrested on May 22, 2025, at approximately 9:17 a.m. in the 200 block of Fort Riley Blvd., violating the offender registration act and possession of a controlled substance. Huff was issued a total bond of $6,000 and is no longer confined in the Riley County Jail at the time of this report.
