Riley County Commissioners prepared for Thanksgiving by announcing usual holiday closures during their regular public meeting on Monday morning. Between discussing usual items on their agenda, however, Commissioner Ron Wells called small business owner Jan Miller to the podium. We’ve been hearing a lot about Manhattan Parks and Recreation’s Strategic Facility Improvement Plan, and intergovernmental leaders got a close look at the plan and feasibility study during their meeting Monday.  Parks and Recreation Director Eddie Eastes shared with the group his hopes of a true community effort. A Vancouver, Washington-based nonprofit has given Kansas a grade of “C” for its legislation addressing domestic child sex trafficking. The Topeka Capital-Journal reports (http://bit.ly/1N3nxoW ) that Shared Hope International’s rating places Kansas 29th in the country. The state Legislature passed a package of bills to protect and support victims in 2013. Deputy Director of the Anti-Human Trafficking Unit for the Kansas Attorney General’s Office Jennifer Rapp says it also increased penalties for traffickers and buyers. Kansas is moving toward a goal of increasing the number of college graduates majoring in engineering. The Topeka Capital-Journal reports (http://bit.ly/1NLahWF ) that Kansas has a multiyear plan to increase college degrees in engineering to 1,365 annually by 2021. That compares with 875 in 2008. The initiative includes more than $100 million in funding by the Legislature for Wichita State, Kansas State University and the University of Kansas. A Kansas law enforcement leader is expressing concerns over the way state social workers handle foster care. Lobbyist Ed Klumpp of the Kansas Association of Chiefs of Police told state lawmakers that social workers with the Department for Children and Families can be difficult to contact, supervisors are sometimes unreachable and calls to a hotline to assist with problems may go unanswered. (AP) A group of African-American leaders are calling for expanding Medicaid, repealing restrictive voting laws, reforming criminal sentencing and putting more restrictions on payday lenders. The Lawrence Journal-World reports that the agenda was adopted Saturday in Topeka. It was announced after a group called the Kansas Black Leadership Council came together for the first time to adopt a unified, statewide political agenda for an upcoming legislative session and the elections to follow.
