WICHITA, Kan. (AP) Efforts to reform the juvenile justice system in Kansas are gaining new momentum with the launch this week of a grassroots campaign. Kansans United for Youth Justice on Tuesday released a report outlining problems and proposing reforms. Kansas ranks eighth in the nation for its overuse for the confinement of youth even though the juvenile crime rate is lower than the national average. (AP) A 70-year-old Missouri woman has been sentenced to 20 months in federal prison for defrauding a federal program designed to award contracts to businesses owned by service-disabled veterans. U.S. Attorney Barry Grissom says Mary Parker of Blue Springs, Missouri, pleaded guilty in federal court in Kansas City, Kansas, to one count of aiding and abetting wire fraud. WICHITA, Kan. (AP) A watchdog group says larger businesses have been the primary beneficiaries of a Kansas economic incentive program. The Wichita Eagle reports Good Jobs First says most of the money spent on the state’s Promoting Employment Across Kansas program from 2010 to 2014 went to companies with more than 100 employees or at least 10 locations. The program allows companies to retain 95 percent of their state payroll withholding tax for up to seven years. City administrators in Manhattan will soon be seeking qualified design teams to conduct a Parks and Recreation Facilities Feasibility study. Eddie Eastes, Director of Parks and Recreation, asked city commissioners for their approval to advertise a Request for Qualifications, from qualified design teams in architectural design and park planning services. The project will include preliminary design studies for three neighborhood recreation centers, a feasibility study to determine the most appropriate delivery model for the City to provide indoor aquatics facilities and programs, preparation of a master plan for three renovated athletic facilities …

The Wamego City Park was the scene of the Veteran’s Memorial groundbreaking ceremony Monday. American Legion Post 172 Commander, Gary McCloud opened the ceremony with a ‘thank you’ to all who played a part in getting the idea, which came about in February of 2013, to this point.
