WICHITA, Kan. (AP) The owner of Asian massage parlors in Wichita has asked a federal judge to release him from prison while awaiting trial on charges of recruiting women and coercing them into prostitution. A magistrate judge earlier this month ordered the continued detention of Gary H. Kidgell, 44, of Waltham, Mass., ruling he was a flight risk and a danger to the community. U.S. District Judge Eric Melgren scheduled a hearing Wednesday in Wichita to review that order. Abilene Products Co., Inc., has agreed to pay a $15,290 civil penalty to settle alleged violations of the Clean Air Act (CAA) at its fertilizer facility in Abilene, Kan. As part of its settlement agreement with EPA Region 7, the company will spend an additional $75,370 to complete a supplemental environmental project. The settlement stems from an inspection that revealed Abilene Products failed to develop and implement a Risk Management Program for its fertilizer facility that complied with the requirements of the chemical accident prevention regulations. Update Thursday morning: For a couple of hours Wednesday afternoon, Ogden residents were warned to stay away from the 200 blocks of 10th and 11th Streets and more details were released by Riley County Police early Wednesday evening. An Ogden man was taken into custody following the incident, reported to be domestic-related involving a husband and wife. The man is identified on Thursday morning’s RCPD arrest report as Armando Lopez, 22, of Ogden, who faces possible charges of aggravated battery, battery, and criminal restraint. Second-fourth grades, seventh grade, and twelfth grade were all down just slightly from last year, and the rest were above last year’s enrollment numbers.
