TOPEKA, Kan. (AP) The Kansas Senate plans to debate a proposal favored by moderate Republicans for redrawing the chamber’s 40 districts. Senate Majority Leader Jay Emler, a Lindsborg Republican, predicts the bill will pass following the scheduled debate Tuesday. But passage probably won’t break a stalemate with GOP conservatives, who have a majority in the House and have blocked an earlier proposal for Senate redistricting. ARLINGTON, Texas (AP)   Kansas City Royals starter Danny Duffy has been diagnosed with a torn ulnar collateral ligament in his left elbow. Duffy was put on the 15-day disabled list Monday, when an MRI revealed the injury. Right-hander Nate Adcock was recalled from Triple-A Omaha. The Royals said Duffy is expected to get a second opinion on his elbow from Dr. Lewis Yocum in Los Angeles. Talks concerning Marlatt Avenue and Junietta Road  heated up during Monday’s Pottawatomie County commission meeting. The possibility of building a bridge to connect the two roadways has long been discussed. A man injured in an officer-related shooting early Sunday in Geary County has been identified.  Stefon Butler, 25, of Junction City was shot during an incident at Club Eve in Junction City. He is listed in stable condition at Stormont Vail in Topeka. Geary County Undersheriff Tony Wolf indicates once the Kansas Bureau of Investigation finishes its investigation, the case will be presented to the County Attorney for review.
