Riley County commissioners have a better idea on how much a new radio system will cost for police and emergency officials. Thursday morning Pat Collins, the county’s emergency management director and fire chief, told the board a new system will have a total price tag of nearly $12 million. The infrastructure costs alone are projected to be $5.8 million. A 15-year maintenance plan could cost $3.8 million. Updated Thursday afternoon: An autopsy on a Fort Riley soldier found in a vehicle on I-70 earlier this week has determined his death was from a self-inflicted gunshot wound. As reported by KMAN Monday afternoon, Alejandro Jonathan Franquiz, 30, of Fort Riley was found deceased inside a vehicle parked on Interstate 70 at the Mile Marker 311 East Bound off-ramp, located at Moritz Road. A news release from Captain Brian Hornaday with the sheriff’s office indicates a deputy located the vehicle at 12:14 a.m. Monday, with Franquiz’s body inside. By K-State Sports and Information MANHATTAN, Kan. – Thanks to the backing of 18 returning starters, Kansas State was ranked 19th in the nation in the Preseason Amway Coaches Poll released on Thursday. It was the first time the Wildcats were ranked in the preseason coaches’ poll since checking in at No. 21 in 2014. Officers filed a report for cruelty to animals in the 6400 block of Walnut Creek Rd., in Riley, Kansas, on Aug. 2, 2017 at approximately 9:40 AM. The Manhattan-Ogden USD 383 school board will hold a public hearing on August 16th to consider an overall mill levy of 56.270 which would amount to an increase of .898 from last year.  The hearing will also be used to answer questions regarding the proposed 2017-2018 budget.  The motion for the hearing passed 5-2. WICHITA — Police say two people were arrested and 284 illegal gambling machines were seized during raids in the Wichita area. Wichita Police Chief Gordon Ramsay said Tuesday that law enforcement served more than a dozen search warrants at various businesses in Wichita on Thursday. Ramsay said the raids were a joint operation with police, Sedgwick County officials and the Kansas Racing and Gaming Commission. He says more than 500 machines have been seized in the city during the last year. The chief says crime generally goes up around businesses that offer the machines. WICHITA — A federal appeals court ruling will force Kansas Secretary of State Kris Kobach to answer questions under oath about plans to change U.S. election law. The 10th Circuit Court of Appeals on Wednesday denied the Kansas Republican’s request made Monday for an emergency stay of his deposition by the American Civil Liberties Union. Kobach’s office declined to comment on the decision. Judges in Kansas found Kobach misled the court about the contents of a document he took into a November meeting with then-President-elect Donald Trump and a separate draft amendment to the National Voter Registration Act. TOPEKA — Kansas’ prisons chief says a staffing shortage constitutes an emergency at a maximum-security lockup that has seen several recent inmate disturbances, requiring mandatory overtime and shifts as long as 16 hours. The Wichita Eagle reports that Corrections Secretary Joe Norwood made that pronouncement in a Tuesday letter to an employee union in rejecting a grievance over long hours at the El Dorado Correctional Facility. Mandatory overtime and extended hours are allowed in emergencies under the department’s agreement with the Kansas Organization of State Employees, the union representing prison workers.
