A brief manhunt in Pottawatomie County led to the arrest of a man wanted in Oklahoma who was being served with a search warrant by Pottawatomie County Sheriff’s deputies. Undersheriff Shane Jager confirmed the individual, identified as James Wilson, took off during the serving of that search warrant at about 10 a.m. Thursday, with a perimiter set up. Wilson was later arrested without incident. While there had been reports of a helicopter by the Kansas Highway Patrol, it was not able to be used due to weather conditions. Officers with the Riley County Police Department initiated an investigation into the offenses of aggravated sexual battery and aggravated indecent liberties with a child involving one female victim who is 18-years-old. These crimes occurred on multiple occasions between the summer of 2011 and last year in the city limits of Manhattan. The suspect is known to the victim and is a middle-aged adult. Due to nature of these crimes no further information was released. Denzel Leonard, 22, of Manhattan, was arrested Thursday at approximately 11 a.m. while in the 2000 block of Tecumseh Road. KANSAS CITY, Mo. (AP) Kansas City civic leaders have announced a campaign to boost the legal age for buying tobacco products to 21. The Kansas City Star reports that the campaign is called Tobacco 21KC. The Greater Kansas City Chamber of Commerce, Blue Cross and Blue Shield of Kansas City, and other organizations announced the effort Thursday morning. The goal is to get every municipality in the metropolitan area to raise its legal age for buying tobacco products, including e-cigarettes. TOPEKA, Kan. (AP) Kansas Insurance Commissioner Ken Selzer says about 65,000 businesses in the state will pay less for their workers’ compensation coverage next year. Selzer announced Thursday that he approved lower rates proposed by the National Council on Compensation Insurance. The council is a national group that analyzes workers’ compensation data and files proposed rates in a majority of states. Selzer said rates will decrease by 11.6 percent for Kansas businesses obtaining their insurance in the marketplace and 10.4 percent for companies that participate in a state plan for high-risk businesses. TOPEKA, Kan. (AP) A Kansas agency says its workers are locked out of a computer program, delaying them from processing veterans’ claims through the Department of Veterans Affairs. The Topeka Capital-Journal reports the Kansas Commission on Veterans Affairs uses a computer program that allows them to process hundreds of claims each month and send them to the VA’s regional office in Wichita. But commission workers have been locked out of the program lately. Without the program, the claims have to be faxed or mailed, which can take weeks. The board is having a special meeting Thursday morning in the university’s student union, with a reception for the new president to follow. Two finalists visited the eastern Kansas campus earlier this month. One candidate is Allison Garrett. She is executive vice president of Abilene Christian University in Abilene, Texas. VALLEY CENTER, Kan. (AP) Police are investigating after they say a man wearing only underwear approached a group of 5th grade students in Valley Center. Officials at Valley Center Intermediate School say the man approached the students Wednesday afternoon when they were outside on the tennis courts during a physical education class, and asked them to leave the fenced area and come with him. The students notified teachers, who informed school officials and police. An alert was sent out to parents about the incident. The Geary County Sheriff’s Office and Junction City EMS responded to a call earlier this week for a reported gunshot wound at the 3800 block of K-157. However upon arrival to the scene, deputies discovered inconsistencies with the original report. After further investigation, the Sheriff’s office Investigations Division revealed that the victim, Mark Ayers, 25, sustained major injuries to his lower extremities as a result of a blast made by a home-made explosive device.
