A three-judge panel in Shawnee County on Friday ruled that the block-grant school finance bill passed by the legislature this spring unconstitutional, saying that it did not address the adequacy and equity issues the court raised in previous rulings. Officers with the Riley County Police Department arrested a Manhattan man on an out of district warrant for assault. Scott Barnett, 41, was taken into custody at approximately 10:50 PM Thursday while in the 2100 block of Fort Riley Boulevard. Barnett was arrested on a warrant for domestic related assault with extradition.
