Recovery efforts to locate last week’s drowning victim in Geary County continue. Thomas Hedrick, the victim of the drowning that occurred at Milford Lake on Tuesday Christmas Eve, has still not been located. Previous attempts had been hampered by unfavorable weather conditions. Geary County Sheriff  Tony Wolf hosted a meeting Monday morning with agencies that continue to be involved with the recovery effort. A Chinese scientist, accused of taking seeds from a private Kansas research facility and passing them off to a visiting delegation from China, appeared in court Monday. Weiqiang Zhang, an agricultural seed breeder at a bio-pharmaceutical production facility in Junction City, was charged with conspiracy to steal trade secrets. He has been accused of taking proprietary seeds from the facility and giving them to visiting Chinese agriculture officials this summer. SAN DIEGO (AP) Nick Novak kicked a 36-yard field goal with 5:30 left in overtime and the San Diego Chargers, who trailed by 10 points in the fourth quarter, beat the Kansas Chiefs 27-24 to claim the AFC’s final playoff spot. The Chargers (9-7) ended a three-year postseason drought. The winning drive was kept alive by a 2-yard gain by Pro Bowl safety Eric Weddle on a fake punt on fourth-and-2 from the Chargers 28. The Manhattan Fire Department was dispatched to 820 Colorado Street, around 9:45 p.m. Sunday,  for a report of a structure fire.  Upon arrival, crews found a two story apartment building with smoke and fire visible in the rear.  The fire reached a second alarm before it was contained within 20 minutes.  There were five fire apparatus and 17 firefighters that responded to the fire. The last units cleared the scene at around 2:15 a.m.  Despite temperatures being just above zero, no injuries or weather related issues were reported. Update 11 a.m. Monday: As earlier reported on KMAN Sunday evening at approximately 5:35 PM, the Riley County Police Department filed a report for aggravated battery and aggravated assault in the 800 block of Colorado Street in Manhattan. Additional details were released Monday. Luke Johnson, 50, of Manhattan reported he was battered and suffered a cut to one of his fingers in the process of attempting to take a knife away from the suspect.  Lee Smith, 49, of Manhattan also suffered a cut to his thumb while attempting to take the knife away. TOPEKA, Kan. (AP) The Kansas Court of Appeal has ruled that the state’s top water regulator doesn’t have power to reduce a landowner’s water rights once a permit has been issue. The Lawrence Journal-World reports that this month’s decision could limit the state’s ability to conserve water resources in the dwindling Ogallala Aquifer. In the ruling, the appeals court also found that the chief engineer of the Division of Water Resources may require farm irrigators to install costly metering equipment on their wells to ensure compliance with their permits. Update-Monday morning News of power outages in Manhattan caused a panic for local residents, as the problem began just before the K-State football team kicked off for the bowl game in Arizona.  The problem seemed to be an underground switch, but residents woke up on Sunday morning to find their power was out yet again. Westar Representative, Gina Penzig explained the reasoning behind the second outage involved a failing breaker at a sub station. SALINA, Kan. (AP) A man and woman have been arrested in the death of a 3-month-old baby boy at a Salina home. The Salina Journal reports that officers were called to the home Thursday night to investigate a report of an unresponsive child. Police Lt. Sean Morton said the child was pronounced dead, and a man and woman were taken into custody for questioning. He wouldn’t say if the adults were the child’s parents. A police news release says the results of an autopsy conducted Friday are pending, but police are investigating the death as a homicide.
