Pottawatomie County Court was busy Thursday, with several sentencings, one of which was a Topeka man receiving a sentence of 19 months for one charge and eight months for the other, to run concurrently. Lucas Fenwick (22) was taken into custody last August for originally several burglary, theft, and criminal damage to property counts. Law enforcement agencies from at least three counties participated in the investigation. Items taken included flat screen televisions, jewelry, and guns. KANSAS CITY, Mo. (AP)   Chiefs coach Andy Reid will make his return to Philadelphia when Kansas City visits the Eagles for a Thursday night game in mid-September. Kansas City opens the season Sept. 8 at Jacksonville, plays its home opener Sept. 15 against Dallas, and then visits the Eagles   where Reid spent 14 years as head coach   on Sept. 19 for a prime-time game. Commissioners from Manhattan, Riley  County, and Pottawatomie County met Thursday afternoon for the monthly Joint City/County meeting . The only item on the agenda was to discuss areas for Cooperation and Collaboration. Riley County Commissioner, Robert Boyd, opened the discussion by asking how Manhattan and Riley County could work together to improve the current Graphic Information Systems (GIS) service. “The problem with collaboration is you’ve got four or five fingers in there,  nobody’s in charge, and it tends to not work,” said Wynn Butler, Manhattan City Commissioner. K-State head men’s basketball coach Bruce Weber announced the signing of Hargrave Military Academy center Neville Fincher to a national letter-of-intent with the Wildcat program.  The 6-foot-9-inch 240-pound Fincher averaged 12 points, eight rebounds, and four blocked shots this past season.  He graduated from Teaneck High School in Teaneck, NJ, in 2012, where he was a four-year lettermen for the Highwaymen. Fincher is rated as the #26 center prospect in the Class of 2013 by ESPN. For the first time in a few years, K-State has a true quarterback competition as redshirt sophomore Daniel Sams and junior college transfer Jake Waters are fighting it out this spring to take the job vacated by Heisman Trophy finalist Collin Klein.  Wildcat coach Bill Snyder says that neither Sams nor Waters has differentiated himself through the first 10 practices of the spring, not unlike any other position on the football team.  Waters is considered the better thrower, but Sams is entering his third year in the program. “(Sams) really has developed the capacity to get the ball snapped,” Snyder said.  “Meaning…

DERBY, Kan. (AP) Police in south-central Kansas report two arrests in a vandalism rampage that caused about $1 million in damage to a Wal-Mart store under construction. KAKE-TV reports Derby detectives arrested two men, ages 22 and 23, on Thursday. They were being held in the Sedgwick County Jail. Contractors discovered the damage on March 18 when they arrived for work at a Wal-Mart Neighborhood Market being built in Derby. TOPEKA, Kan. (AP) Kansas Attorney General Derek Schmidt acknowledges that his office is taking longer than the 90 days specified by state law to process applications for permits to carry concealed weapons. But Schmidt also said Thursday he expects the delays to be eliminated by the end of the month. Schmidt said decisions on permits are being delayed only a few days beyond the 90-day period and that his office now has 11 employees working on applications.
