HUGOTON, Kan. (AP) A groundbreaking ceremony takes place Thursday in southwestern Kansas for a $20 million dairy ingredient and cheese processing plant. The facility will employ 60 people when it is finished. Gov. Sam Brownback is among the officials scheduled to attend the ceremonial start of construction of the Kansas Dairy Ingredients plant in Hugoton. It’s expected to open later this year. TOPEKA, Kan. (AP) The Kansas attorney general’s office says participation in an Internet safety program for children grew by about 8 percent in the state’s last fiscal year. Attorney General Derek Schmidt’s office says more than 65,000 children, parents and teachers took part in the Netsmartz program during the year that ended June 30. The Topeka Capital-Journal reports that more than 60,000 people participated during the previous fiscal year. Netsmartz is presented throughout the state by the Kansas Alliance of Boys Girls Clubs. TOPEKA, Kan. (AP) A Topeka official says commercial flights from the city’s regional airport could resume by next year thanks to $2.2 million in government incentives. Topeka Regional Airport, formerly called Forbes Field, hasn’t had commercial service since Allegiant Air halted its weekly round trips to Las Vegas in 2007. The Topeka Capital-Journal reports the Metropolitan Topeka Airport Authority learned Tuesday that it has secured $950,000 from the U.S. Department of Transportation. KANSAS CITY, Kan. (AP) A northeastern Kansas man has been sentenced to more than 15 years in federal prison for selling exceptionally pure heroin blamed for at least two overdose deaths. The U.S. Attorney’s office says 36-year-old Tyrone Ramsey, of Kansas City, Kan., was sentenced Tuesday for distributing and possession with intent to distribute heroin. He pleaded guilty earlier. Prosecutors said Ramsey sold heroin for a drug trafficking ring that operated in the Kansas City metro area from late 2007 to May 2009. Crenshaw said the organization has reached the goals he set when he accepted the position and he now looks forward to enjoying his time in retirement. Riley County Police are investigating a camper theft. Sometime between the hours of 9:30 pm on August 14 and 6:45 am August 15, a camper was reported taken from a residential location. Daniel Mulhern, 56, of Manhattan, reported that his 2006 Jayco Camper trailer was stolen from the alleyway behind his residence in the 900 block of Pierre Street. The camper is white and blue and is a pull-popup style. The total loss is $7,000.

LUBBOCK, Texas (AP)   Sophomore starting offensive lineman Brian Thomas and sophomore safety Urell Johnson have left the Texas Tech Red Raiders.  The 6-3, 319-pound Thomas was a two-year starter at guard, but coach Tommy Tuberville says he was sliding down the depth chart because of conditioning and medical issues.  Tuberville says Johnson was leaving to transfer to Southern Mississippi in Hattiesburg, Miss., to be closer to his hometown of New Orleans.

Tuesday night’s Manhattan City Commission meeting brought forward two important items with the 2013 City Budget and the consideration of a sales tax renewal. After giving a presentation of the proposed action posed by some of the commissioners to approve the 2013 Budget, City Finance Director Bernie Hayen says he does not agree with moving forward with it. Geri Simon, Co-chair of the Save Our Social Services group, attended the meeting and agrees with Hayen.
