Manhattan citizens need to be on the lookout for magazine salesmen. Two arrests have been made regarding “soliciting without a permit”. On Friday, Jason Adams, 24, of Titusville, Florida, was arrested around 1:00 p.m. on the 600 Block of Bertrand.  Adams was reported to have been walking around knocking on doors trying to sell “Back A Winner” magazines.  He claimed that there were 12 other salesman in the area selling for the same company. You would think finding two of your tires slashed would be enough bad luck for one day, but for a Manhattan man, it was only the beginning. Around midnight on Monday, Michael Senn, 28, was leaving Little Apple Lanes when he discovered two of his tires had been slashed.  When he pulled over to address the issue, he was knocked unconscious by an unknown attacker. TOPEKA, Kan. (AP) The Shawnee County Commission has voted to support an initiative aimed at improving the water quality at Lake Shawnee. The commissioners heard testimony Monday from area health and environment officials who said Lake Shawnee has a water quality problem that could lead to limitations being placed on its use for recreation. County parks director Terry Bertels said tests show the lake consistently exceeds EPA standards for nutrients and pollutants. FORT SCOTT, Kan. (AP) Heavy rain across southeast Kansas and sections of Missouri has sparked flash flooding, forcing the closure of area bridges and one rural roadway. The National Weather Service issued flood warnings for several counties in southeast Kansas and western Missouri early Tuesday after up to 3 inches of rain hit the area. More rain was forecast for Tuesday. The weather service said flooding was reported in low-lying areas, including along the Marmaton River in Fort Scott, Kan. TOPEKA, Kan. (AP) Gov. Sam Brownback has been getting some pointed feedback on his Facebook page about his stance on an extensive anti-abortion bill. Two Kansas abortion rights activists posted queries about their menstrual cycles on Brownback’s page last week as a sarcastic way of protesting the Legislature’s continued involvement in abortion. KANSAS CITY, Mo. (AP)   The Kansas City Chiefs have formally announced the signing of free agent quarterback Brady Quinn and veteran right tackle Eric Winston.  Winston was in the fourth year of a $30 million, five-year deal when he was cut by the Houston Texans to save salary cap space. Winston helped Houston become the NFL’s second-leading rushing team, and he will address a glaring need for the Chiefs.  Quinn will back up Matt Cassel, who is coming back from a season-ending injury to his throwing hand. Kansas City Royals closer Joakim Soria will have his sore right elbow checked by Dr. Lewis Yokum in Los Angeles on Tuesday.  Soria left Sunday’s game after retiring only one of five batters he faced and said after the outing that his elbow felt “really bad.”  Royals spokesman Mike Swanson said Monday the team believes Soria has some damage in his area of his ulnar collateral ligament.  Soria had Tommy John surgery on his elbow in 2003.  He has been one of the best relievers in the American League since his rookie season of 2007, but his performance fell off…
