Kansas State University is hosting a “celebration of life” in honor of the university’s storied basketball coach Fred “Tex” Winters on Saturday at 1 p.m. in Bramlage Coliseum. Winters, who was 96 when he died on October 10, was head coach of the K-State men’s basketball team from 1954 to 1968 and is known for innovating the “triangle offense” during his six-decade career. HOLTON — A man was killed and another lost an arm when a mobile crane overturned at a roofing job site in northeast Kansas. Jackson County Sheriff Tim Morse says the men were in a lift basket 30 feet (9 meters) from the ground Wednesday afternoon when the crane toppled over in Holton. The Topeka Capital-Journal reports that 66-year-old John Zibell was killed. The surviving man was taken to a hospital about 80 miles (130 kilometers) away in Kansas City, Kansas. SALINA — Another man has been convicted in the contract killing of a Salina man whose battered body was found on a path near a popular fishing area in June 2017. The Salina Journal reports that Brandon St. Clair is scheduled to be sentenced Dec. 21 for multiple counts, including felony murder and aggravated kidnapping, in the death of 29-year-old Brandon Lee Shelby. Charging documents say another man, Charles Rodgers, beat, choked and stabbed Shelby, expecting James Pavey to pay him with money or drugs. LAWRENCE — A Kansas City councilman who is running for mayor has been arrested on suspicion of driving under the influence. Thirty-four-year-old Quinton D. Lucas of Kansas City, Missouri, was arrested early Friday morning in Lawrence. He was released on bond and ordered to appear in municipal court in November on the misdemeanor charge. Lucas told The Lawrence Journal-World he had been drinking and decided he shouldn’t drive back to Kansas City. TOPEKA — President Donald Trump has approved a federal disaster declaration for eight Kansas counties hit by storms last month. The declaration issued Friday orders federal assistance to supplement state and local recovery efforts for areas affected by severe storms, straight-line winds, and flooding from Sept. 1 to Sept. 8. The counties named in the declaration are Riley, Barber, Clay, Kingman, Kiowa, Marshall, Pratt, and Rice counties. Under the declaration, municipalities and some nonprofits can apply for public assistance funds for emergency work and to repair or replace storm-damaged facilities.

Another former GOP governor of Kansas has endorsed Senator Laura Kelly’s campaign. Mike Hayden, governor from 1987 to 1991, announced his support for the Democratic gubernatorial candidate on Wednesday. Republican gubernatorial candidate Kris Kobach announced some changes he’d make to state welfare if he wins his upcoming election. The current Secretary of State said he’d institute more strict work requirements for people looking to collect food stamps, cash assistance and state health care benefits. The new regulations would ask able-bodied Medicaid recipients to work a minimum of 30 hours per week. Additionally, recipients of Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF) would see their work requirement minimums jump from 20 to 30 hours per week.
