Riley County commissioners approved an agreement to provide funds necessary for the Riley County Police Department to continue its plans to self-fund its workers’ compensation insurance policy Thursday. The agreement is similar to one the Manhattan City Commission signed earlier this week. For RCPD’s process to be successful, the State of Kansas requires that the City of Manhattan and Riley County execute a “Guaranty Agreement.” If RCPD is unable to pay any workers compensation claims due to a lack of funds, the City and County will make up the difference by their own “excess” contributions to those claims. Officers with the Riley County Police Department filed a report for the offense of burglary to a vehicle in the 1400 Cambridge Place in Manhattan on September 21, 2016 at approximately 9:20 AM. This crime is likely to have occurred during the overnight hours prior. Police listed Tamara Matagi, 21, of Manhattan as the victim after a Playstation 3 with wireless controllers, athletic shoes, a television, and jewelry were removed from her vehicle. Two Pottawatomie county teenagers appeared in court earlier this week for their role in an armed robbery case. 18-year-old Alec Pierson waived his preliminary hearing and is set for arraignment next month. James Krauz, 19, was continued until October 25. The two were arrested in May after robbing the Red Raider Express on April 29 of this year. In a separate case, 18-year-old Corian Joseph pleaded guilty to an amended charge of unlawful sexual relations from an August incident. He will be sentenced on October 20.

Six people were injured in a Geary County accident Wednesday involving a Kansas Department of Transportation truck. Taken to area hospitals were Barbara Johnson, 73, and Leander Johnson, 79, of Dorrance, Jamie Bratcher, 30, Ethan Bratcher, 9, and Gabe, 7, and Maygen Bratcher, 4, all of Chapman. A Westar Energy substation may soon be coming to the campus of Manhattan Area Technical College and that means more opportunities for dual-credit students at Manhattan High School. MATC president Jim Genandt approached the board with two Westar representatives at Wednesday nights’ meeting. Westar Energy would like to purchase a plot of land from the college in order to build a new power substation, but due to a legal partnership with the district, MATC needs permission from the district before any final sale is approved. The Geary County Sheriff’s Office is investigating allegations that a Registered Sex Offender was having unlawful contact with a minor in Junction City. 21-year-old Kayla Simpson is the suspect in the investigation and she remains at large. Simpson is wanted for two felony violations of the Offender Registration Act, one count of Felony Violation of a No Contact Order, and Possession of Drug Paraphernalia among other violations. TOPEKA — Kansas Supreme Court justices are expressing skepticism with the state’s arguments that its current education funding is adequate as they consider a lawsuit filed by four local school districts. Chief Justice Lawton Nuss and four other justices on the seven-member court on Wednesday peppered state Solicitor General Stephen McAllister with questions after he suggested that the high court should defer to the Legislature. TOPEKA, Kan. (AP) Authorities say two people are hospitalized after a Topeka apartment fire. The Topeka Capital-Journal reports that heavy smoke was coming from the east side of the 12-unit building when crews responded around 12:30 a.m. Wednesday. Firefighters conducted a search and removed two adults from the building. Fire officials said they were taken to a Topeka hospital and later transferred to The University of Kansas University Hospital in Kansas City, Kansas.
