Kids Voting Kansas is a part of Kids Voting USA, which provides elementary and secondary students the opportunity to participate in the voting process within their schools. TOPEKA, Kan. (AP) A former Kansas Bureau of Investigation administrator has been disbarred by the state Supreme Court after pleading guilty earlier this year to sexual exploitation of a child. Former KBI deputy director Kyle G. Smith was third in line at the bureau last November when an agency secretary found a photo of a teenage girl engaged in sexually explicit conduct that was traced to Smith’s email account. After previous years of finding a Leonardville man incompetent to stand trial, another competency hearing was held in Riley County District Court Wednesday morning. Howard Barrett (58) is accused in the February 2008 stabbing death of Thomas James (48) of Clay Center. James was reportedly in Barrett’s residence to do pest control work. A few motions were filed in the beginning of the hearing, including a motion to dismiss and a motion to suppress. Judge David Stutzman did not make a ruling on these motions during the hearing. A domestic incident involving a suspect with a knife caused Riley County police to respond to a residence in the south eastern portion of Manhattan on Tuesday at approximately 1:50 PM. Police found probable cause that Brendan Silva, 17, of Manhattan should be detained for the offense of aggravated assault and battery.
