(Source: Kansas Legislative Research Department – Jan. 20, 2022)The Kansas House voted Wednesday to send a new map, which slightly alters the makeup of the four Kansas congressional districts, to Gov. Laura Kelly’s desk.
If signed into law, the “Ad-Astra” map would move part of Wyandotte County from the 3rd District into the 2nd. As a result, Lawrence would move from the 2nd District, into the Big 1st, which includes Manhattan, and stretches to the Colorado border. That move drew sharp criticism from Democrats, who called the move gerrymandering. Supporters say the process has been transparent, since community discussions on the process began across the state in August.
The House voted 79-37 on approval. A total of 84 votes are needed to override a potential veto from Gov. Kelly.
Rep. Mike Dodson (R-Manhattan) voted in favor while Rep. Sydney Carlin (D-Manhattan) voted against. Rep. Ron Highland (R-Wamego) was present Wednesday, but did not vote. Sen. Tom Hawk (D-Manhattan), was one of nine Senators last week to oppose the plan. The Senate passed the plan 26-9.
The most notable change in the Flint Hills would be Geary and Wabaunsee counties moving into the 2nd District while Riley and Pottawatomie counties would remain in the Big 1st. Chase, Lyon, Marion and Morris counties all would also move to the 2nd District, while Jackson, Jefferson and Marshall counties would also join the Big 1st.
Change was imminent due to growth in the Kansas City area, based on the updated 2020 Census figures.
The 1st District is represented by Tracey Mann (R-Salina). The 2nd District is represented by Jake LaTurner (R-Topeka). The 3rd District is represented by Sharice Davids (D-Roeland Park). The 4th District is represented by Ron Estes (R-Wichita).
