TOPEKA, Kan. (AP) Kansas regulators have approved a 9 percent increase in Kansas City Power & Light’s annual electric rates, raising them less than the utility sought. But the three-member Kansas Corporation Commission split over how much profit KCP&L’s stockholders should be allowed to earn. The final rate is 9.3 percent. The commission said KCP&L’s charges for its 247,000 customers in northeast Kansas will increase nearly $49 million a year. The company said the average residential customer would see a monthly increase of $7.73 starting in October. Missouri regulators approved an 11.7 percent rate increase for KCP&L customers there. In…

Kansas Senate President Susan Wagle’s top aide is leaving to take a new job managing an electric transmission company’s lobbying efforts. Wagle’s office announced Thursday that Ryan Gilliland will step down Sept. 21. He has been the Wichita Republican’s chief of staff since fellow GOP senators selected her as president in December 2012. Gilliland will become manager of state government affairs for ITC Great Plains. The company constructs, owns and operates electric transmission lines in eight states, including Kansas. A Lansing man was arrested by Riley County Police Thursday in a warrant for failure to appear. Robert Servantez, 27, was taken into custody on the warrant, with the original offense listed as battery to a law enforcement officer. Servantez was arrested while at the Riley County Police Department Thursday at approximately 7:05 PM. There was no bond attached to this warrant.

WICHITA, Kan. (AP) A Delta Airlines flight traveling from Minnesota to Texas has been diverted to Wichita after being struck by lightning. According to Wichita Airport Authority spokeswoman Valerie Wise, the aircraft operated by ExpressJet, a Delta regional connection carrier, was struck by lightning on its left wing Thursday evening after encountering storms near Manhattan. The flight had left Minneapolis and was headed toward San Antonio. Wise said passengers reported smelling smoke in the cabin before the flight safely landed at Dwight D. Four people were taken to the hospital following a three vehicle accident on I-70 in Geary County Thursday evening. The accident occurred in front of Marshall Airfield at Fort Riley at 6:19 p.m., when a westbound 2011 Freightliner Diesel  drove on the north shoulder, striking a 2011 Chrysler Town and Country Minivan which was parked on the shoulder. The Freightliner then traveled across the median into the eastbound lanes, striking a 2015 Jeep. At 11:47 p.m. Thursday the Manhattan Fire Department was dispatched to 949 Village Drive for a report of a structure fire.  Upon arrival, crews found a one-story residential structure with light smoke coming from a door on the side of the structure.  The fire reached a second alarm before it was contained within 40 minutes.  A total of 18 firefighters responded on 6 fire apparatus. The residence was occupied at the time of the fire.  The occupants were alerted when a smoke alarm sounded and were able to exit the structure without injury prior to the fire departments arrival. …

A new contract from the Kansas Department of Revenue has Riley County Treasurer Shilo Heger hesitant to sign. Heger told county commissioners Thursday morning that the contract — a first issued to her office in this form – is too vague and undefined in its terms. The contract is more or less a set of rules and guidelines to which motor vehicle registrations are supposed to be conducted, but Heger said she sides with the Kansas County Treasurer’s Association, which wants the state to propose a contract with more specific language when it pertains to conduct. “It was very one sided,”…
