Riley County Health Department Director Brenda Nickel presented three contract agreements to county commissioners Thursday morning with local healthcare partners. The agreements are continuations of previous ones, and are with the Konza Prairie Community Health Center, Positive Connections — a community based HIV/AIDS service organization out of Topeka — and finally with the Kansas Department of Health and Environment for a Geary, Pottawatomie and Riley Counties Regional Public Health Preparedness Grant. A 54-year-old Manhattan man who was the former Chief Financial Officer for GTM in has been reported missing. According to “Kansas Missing and Unsolved” Robert Griffith went missing Monday afternoon, and was last seen at two p.m. that day at his home. He was last known to be driving a 2007 Cadillac Escalade. A Manhattan man was taken into custody early Thursday morning following the report of a verbal argument. Darreen Starks, 25, was arrested at approximately 12:59 AM following the report of the argument in the 21-hundred block of Halls Landing in Manhattan. Starks was arrested for failing to appear in Pottawatomie County. Lt. Jessica Brooks of the K-State Police Department successfully completed the Kansas Police Administrators seminar recently. The Kansas Police Chiefs Association, in conjunction with the Kansas Law Enforcement Training Center, sponsors the weeklong Leadership School. During the course, Brooks and other law enforcement administrators from around the state of Kansas learned about organizational leadership, strategic planning, budgeting and other aspects of police administration. Additionally, the participants in the program had simulated scenarios where community leaders presented common challenges seen in police leadership. A double fatality car accident was reported in Clay County Wednesday.  Eldon Hartley, 61, of Miltonvale and  Kattie Hartley, 30, also of Miltonvale died in the crash, reported at 10:16 in the morning on highway 24, 3.7 miles west of Clay Center. According to the Kansas Highway Patrol, Eldon Hartley was driving a 1998 Ford Explorer eastbound on highway 24 and went off the roadway. The vehicle entered the south ditch, came back onto the roadway, entered the south ditch again, and rolled multiple times, coming to rest on its wheel facing north.
