WICHITA –A Sedgwick County judge has dismissed most of the securities charges against two former Wichita developers. The Wichita Eagle reports  Sedgwick County District Judge Ben Burgess on Thursday dismissed all but five of the remaining 54 felony fraud counts against former Wichita developers David Lundberg and Michael Elzufon. The ruling came at the conclusion of a preliminary hearing that began Monday. Some of the counts were dropped earlier this week. The Kansas securities commissioner accused the men of selling unregistered securities pertaining to investment projects Wichita between 2005 and 2012. WICHITA — A Gardner man who took part in a 2013 chase and shootout that injured a sheriff’s deputy has been sentenced to more than 35 years in prison. The Wichita Eagle reports that 38-year-old Jason Perez has been ordered to serve the term for about a dozen felony crimes he and his then-girlfriend committed on March 11, 2013. Among his convictions is the attempted first-degree murder of Sedgwick County sheriff’s deputy Lucas Powell. Powell was injured when he confronted the couple during a traffic stop on I-135 near Potwin. The incident ended in an exchange of gunfire. Perez’s girlfriend, Clara Crosser,…

Thursday afternoon Riley County commissioners, department heads and state lawmakers met for a legislative conference in the Commission Chambers and discussed issues that they contend are hampering effective government in the county. This wasn’t the first legislative conference in Manhattan and it won’t be the last. BATESVILLE, Ark.  A 92-year-old man from Kansas has been killed in a two-car crash while traveling west on I-40 in St. Francis County. Arkansas State Police say that Jack Carey of Hutchinson, Kansas, attempted to enter the left lane in front of a second vehicle around 8 a.m. Wednesday. A 2009 Toyota Corolla struck Carey’s vehicle, a 2009 Volvo. The Arkansas Democrat-Gazette reports (http://bit.ly/1OFWeao ) travel conditions were clear and dry at the time of the crash. Preliminary figures indicate the fatal crash was the 442nd such accident in Arkansas so far this year.

LAWRENCE- A 43-year-old Lawrence woman has been charged with felony mistreatment of a dependent adult after allegedly stealing money from a woman for whom she had durable power of attorney. An affidavit accuses Jennifer Ann York of cashing Billie Jean Shewbart’s Certificate of Deposit for nearly $27,000 and spending most of the money on personal expenses instead of on Shewbart’s retirement home as directed. The affidavit describes Shewbart as a “senior” but doesn’t provide an age. An obituary from an Enid, Oklahoma, newspaper lists the death of 71-year-old Billie Jean Shewbart of Lawrence on Sept. 9. (WICHITA)- Kansas is holding hearings on proposed changes to how how disabled Kansans receive services. The Wichita Eagle reports (http://bit.ly/1lluVpz ) the state is holding hearings Thursday and Monday to provide an update and answer questions about the proposed system. Kansans with disabilities now receive medical care, residential and day services, as well as other help through Medicaid. People with disabilities receive services from seven Medicaid waivers, which are divided based on disability type. The state wants to combine the seven waivers into one universal waiver. Hearings are being held in Wichita, Kansas City, Hays and Pittsburg.

The Riley County Police Department and emergency medical personnel were dispatched to a report of an apparent self-inflicted gunshot wound early Wednesday in the 3300 block of Shady Valley Drive. Upon arrival at about 5:45 a.m. police determined a single subject had lost his life inside of 3303 Shady Valley Drive due to a single gunshot wound to the head. The Riley County Police Department identified the male subject as Nathan Karnopp, 26, of Manhattan. There is currently no evidence to support foul play. This investigation is ongoing and an autopsy has been requested as would be normal in similar circumstances. …
